EMERGENCY MEDICAL SERVICE (Health Unit)

SERVICE: Handles medical emergencies to the extent of the Headquarters Health Unit's capability. If the emergency requires facilities or specialties that the Headquarters Health Unit cannot provide, the DC Emergency Medical Service (EMS) will be called to take the person to the hospital designated by the dispatcher. The Headquarters Health Unit cannot make this decision. If the condition is not severe, a reasonable attempt will be made to transport the employee to a hospital of choice or the personal physician's or health plan's choice by means other than by ambulance.

PROCEDURE: If a person cannot get to the Headquarters Health Unit without assistance, call (202) 358-1616. Give the nature of emergency, name and location of individual, room number, and telephone number. Designate someone to stand by the elevator to direct the Headquarters Health Unit staff to the stricken person.

EMPLOYEE ASSISTANCE PROGRAM (EAP)

SERVICE: The Employee Assistance Program (EAP) is an assessment, referral and counseling service for Headquarters employees and members of their immediate families who have personal, family, social, or job-related problems. EAP participants are given confidentially under the law.

PROCEDURE: Employees who need help with personal problems are encouraged to call the EAP counselor. On-site and off-site appointments with the EAP counselor are available. The EAP can help identify the problem and find the most appropriate professional services in the community. Supervisors, managers and union officials may also access EAP services for assistance in dealing with employee conduct and/or performance problems. Furthermore, the EAP has a 24-hour answering service. Employees in a crisis can dial (202) 646-5100 in the Washington area or 1-800-247-3054 from anywhere else and tell the operator "this is an emergency." An EAP counselor will call back right away.

EMPLOYEE EXPRESS

SERVICE: Employee Express is an automated system available 24-hours a day, seven days a week; which allows employees to perform certain personnel/payroll transactions without using any paper forms.

PROCEDURE: The system can be accessed by touch-tone phone at (1-800) 571-3453 and TDD (912) 757-3117, touch-screen kiosks, located in the Library and the six floor copier room.

EMPLOYEE INFORMATION

SERVICE: The Headquarters Human Resources Management Division recruits and refers eligible and qualified candidates to fill vacancies in NASA Headquarters. Personnel Management Specialists prepare vacancy announcements, process applications for merit promotion, and provide information about applying for vacancies.

PROCEDURE: Offices requesting recruitment for vacant positions must submit a Standard Form 52, "Request for Personnel Action," and a current position description to the Personnel Management Specialist assigned to the code. Candidates desiring consideration for the position must submit an application for employment or a resume to the Headquarters Personnel Division before the close of business on the closing date specified in the vacancy announcement.

EXCESS PROPERTY ACQUISITION

SERVICE: Obtains excess property. Excess property is available at no cost or for shipping costs only.

PROCEDURE: For Headquarters excess, contact the Property Clerk below to ask about availability of items from excess and arrange for a physical inspection (if desired).

EXCESS PROPERTY REMOVAL

SERVICE: Removes excess personal property such as equipment, furniture, and supplies.

PROCEDURE: When non-IT controlled (tagged) equipment is no longer required, users must notify their property custodians. The custodian will forward NASA Form 1602, "NEMS Transaction Document," to the Logistics Specialist at the office below. The equipment user will notify the property custodian that the equipment or material is no longer needed in the organization by forwarding a completed Excess Request for Non-Controlled Property, GSFC Form 20-9. A copy of the GSFC Form 20-9 should be attached to the equipment or material.

EXCESS PROPERTY REMOVAL

Upon receipt of the GSFC Form 20-9, "Report of Excess Property," the property custodian will review for accuracy and completeness, sign the form, and forward to the Contractor Logistics Specialist, located in receiving, Code CF-2. The specialist will arrange for desktop pickup by the Goddard transportation driver, allowing 1 day.

EXCESS PROPERTY REMOVAL, INFORMATION TECHNOLOGY (IT)

SERVICE: Removes excess Information Technology (IT) Hardware (Computers, Monitors, Printers, etc.)

PROCEDURE: IT Equipment For The User: To excess IT equipment, all users MUST notify their Office Property Custodians. Users should provide the Equipment Control Number (ECN) and location for all equipment being excessed. The Property Custodian will pull the NASA Form 1602 and call the Service Center to make arrangements for equipment to be picked up and update the office records.

IT Equipment For The Property Custodian: Property Custodian should call (202) 358-HELP and press "1" for IT support. You will be asked to provide the Equipment Control Number (ECN) and location for all equipment being excessed. The Service Center must be given this information before a ticket can be generated. Once the information has been gathered on all items to be excessed, you will be provided a ticket number for tracking purposes. Excessed equipment will be picked up within 72 hours.

EXCHANGE COUNCIL, HQ

SERVICE: Initiates and promotes activities that contribute to the quality of life, welfare, and morale of NASA Headquarters personnel. The HQ Exchange Council was established by the Space Act of 1958 and is comprised of a rotating membership of Headquarters personnel.

PROCEDURE: The Council sponsors a wide variety of activities throughout the year. Requests for sponsorship should be addressed, in writing, to Code HQX/HQ Exchange Council. Requests must be received far enough in advance to allow for timely consideration by the Council at regular meetings.
