GRADUATE STUDY PROGRAM

SERVICE: Enables qualified employees to pursue job-related graduate study while still performing their NASA Headquarters work functions. Sponsorship under this program is limited to those fields of study which relate directly to an applicant's job at NASA Headquarters, are relevant to Headquarters' needs, and will enhance a participant's ability to contribute to NASA Headquarters.

GRAPHICS SERVICES

SERVICE: Provides consultation, design, editing, and production on all art service requirements for Headquarters offices. Production includes, but is not limited to, exhibits, great hall displays, publications, brochures, web page design, technical writing, color copying and viewgraphs, illustrations, certificates, newsletters, reports, presentations, postal layouts, posters, and conceptual renderings.

Work is performed by in-house contractors.

PROCEDURE: Requests must be submitted on NHQ Form 233, "Request for Design," (located on Perform Filler), signed by a Branch Chief or above, with all pertinent information clearly legible, complete, and attached. Requests should be discussed with a representative of the Design Unit with regard to content, form, type of audience, cost, and scheduling. GRIEVANCES

SERVICE: The Headquarters Human Resources Management Division provides regulatory and procedural advice to management and employees regarding grievances. The intent of the grievance system is to resolve complaints at the lowest level possible. Engineers and scientists represented by the Union (see Labor Relations) must use the negotiated grievance procedure to address complaints and seek relief; all other NASA Headquarters employees must use the procedures outlined in NHB 3771.2, "NASA Grievance System Employee Handbook." Personnel Management Specialists in Code CP investigate grievances and advise management regarding options for resolution of the complaint. The Labor Relations Officer will advise management regarding complaints filed under the Union contract procedures.

PROCEDURE: Grievances are governed by timeframes described in the NASA Grievance System Handbook or in the negotiated agreement with the Union. Both the grievant and management must comply with the timeframes. Personnel Management Specialist assigned to the code must be informed immediately if a grievance is filed, whether verbally or in writing. The Specialist will consult with management, or with the Labor Relations Officer, if necessary, and provide guidance for resolution of the complaint.
